Being on E.I due to unemployment should absolutely not affect your case, travel abroad during the period you were receiving E.I would most probably lead to RQ !

Just order your Atip, it will clearly indicate that your explanation has been received and that your file is in process, there is no reason that they will reject your application and in all likelihood reschedule your oath ceremony, as for timing of the Oath ceremony there might be a wait for it...
