What i mean is there is a webpage showing the latest news for MON PROJET QUEBEC , Even if one gets a chance of submitting the application he or she should not proceed to instant payment rather then go for Payment by Mail option as one get a time duration of 30 days to submit and with in this...

Better not to proceed with online payment (CREDIT CARD ) as of yet and consider payment via mail ( 30 Days to do payment ) , as the website will show that the CAP of this has been filled up or NOT . this is what i gathered from the Website URL.(SHOWING LATEST NEWS )

How will one see if the CAP has been filled for the first 5000 candidates will there be a message displayed. OR the System will stop entertaining anymore submissions .

i fail to understand the system my number in que is 13995 , where i logged into the system half and hour before where it was not opened so far and showing minutes for opening .Will it show that the CAP is full or not .
