From what I have researched, you may be eligible for federal skilled worker, not CEC, as you are on student permit instead of a work permit.

If you don't have a valid offer (nomination or LIMA), you could not get the additional 600 points. It means you could obtain maximum 600 points. If you have no working experience or PhD degree yet, then you are out of the game, only around 300 points.
