You can easily get someone to submit on your behalf. Send the PP along with the PPR letter (e-mail) and two visa photographs (50mmX70mm). However, to collect the PP, you will have to send an authority letter in case someone else is going to pick it up on your behalf.

That's correct! Here the option is between English and French. Which one do you opt as your first official language out of the two (in case you are submitting respective scores for both). In case of only IELTS, English is the first official language. Hope this helps.
