which country PCC you are talking about ? I think Indian you can get very fast. Its the FBI PC which takes ages.

You need to provide medical upfront. US PC you can provide later as they take more time. I did same and I got my application approved.

Why do you even want to deal with customer care ? just go to any local branch and you dont have to worry about it.

you can send it later and they will attach your FBI pcc to your application ( Make sure you send them proof that you have already applied for you FBI PCC ) . They did same for me.

I did it, you can go to any of their branch and make a request to write anything ( you will be charged for it if you are not a preferred member ). It takes about 5 business day to get you letter in mail.

and my application was received on 2nd of arpil, so i guess now ur confusion is cleared.

they charge ur credit card first and then they process it. my credit card was charged on 12th of june but they are processing the appication on 18th of june

called FBI today and they r processing 2nd April cases today.

My Credit card got charged yesterday and my application was received by FBI on 3rd of April. I am hoping to get the letter in couple of weeks.

Before this Express entry, my brother applied in normal FSW and he got extension for one month when he sent letter of explanation for delay in FBI PCC ( he applied from India ). This much I can tell from my personal experience.

I believe they don't return your 490 processing fees.

I am sure ur attorney will get it reopened . I have seen few people replying here that how their case was reopened after they explained their situation.

As someone ask earlier, when did you submit your application ?

I am just asking because if it had such a white or black answer( having PCC on time ) then they would not even ask to submit your application with other proofs. As each case is individual, I doubt this will be applicable to all.

Are you sure if something else was also missing in your application ? Can you copy paste it ?

So imp question is, what you provided in your letter of explanation ? Just stating that you have applied for new PCC will not cut with CIC. you have to submit proof like delivery receipt etc along with it.
