You are eligible for a SIN the moment you land. You go to your nearest Service Canada and will be issued a SIN card within 15 minutes. You have to present this number to your employer within 3 days of commencing employment. I think in this case he is not CURRENTLY authorized to work in Canada...

It is a max 10 000 CAD. You can carry more but you HAVE TO declare it. The border needs to make sure it comes from legitimate sources.

From the CIC website it says this: You do not have to show that you have these funds if: you have a valid offer of arranged employment in Canada AND you are currently working or authorized to work in Canada. So from that, you only meet one of the criteria. So I would make sure you had POF, but...
