No issue if you return after landing , but the PR will take maybe 2 months to be issued, if you have any relative or friend that can receive it and mail it to you it will be ok, also note that PR visa stamped on your passport is a 1 time entry, so if you're planning to travel to Canada before...

I'm not an expert , but considering the Christmas holidays, There are no much days remaining in December , but i believe it won't make a different, as there are no expected changes in EE , and the same for PNP.

Thinking on the same way , you're not born in Canada and getting benefits of a well established country with the taxes of original citizens , so why would they accept you !!!! , this is discrimination , a way or another.

I've just checked the New Brunswich website http://livinginnb.ca/ , and noticed that they resume the information session which would qualify you for EE stream in NBPNP. They will hold the sessions in 3 countries ( Moldova and Romania and Croatia)

Did they asked you to send your CV, and what is your NOC code?

You can try to improve the score , the fastest way is to retake your IELTS exam , as of most of the other factors are hard to be improved (age , marital state , education, etc...)
