My application was processed in Mexico VO, but when the time came it was the SPVO who stamped my passport. I believe that all of Central/South American applications from outside Canada are processed in Mexico VO.

I mailed it through regular mail to the CVAC in Sao Paulo and they forwarded it to the Sao Paulo VO for the visa stamping and COPR.

Yes, that's correct. Mexico City VO assessed my application but the passport was sent to Sao Paulo for the CoPR

Guys, don't stress out with the status on GCKey; my passport is already at the VO in Sao Paulo for my CoPR and GCKey is showing BGC and eligibility in progress. They are like that since September 2018 hehehehe

You need to find the closest VAC (visa application center) and send you passport along with the other info. Here you can search for your VAC www.cic.gc.ca/submit

Yeah, this sucks... Just got two updates here: pre arrival services yesterday and DM on eCAS today. I am 22 days now from the 12-month mark and waiting for PPR

I would say anytime from today to a couple weeks from now, but I am not sure
