Do you what is mean by application is assigned to review. MP office said it was assigned to review on 4th of November. Does that mean I will get my PRTD on 4th ?

Hi, I applied for PRTD on 5th of September. But I still do not get any response from the embassy. My return flight is on 29th September and I also send it with my application. Could you please let me know with your experience will I get my PRTD before 29th September
