There is not any rule how many backlogs are permissible... some universities are not taking students having more than 2 backlogs But If you can explain that why u got 9 Backlogs in your academia in SOP....sometime student got backlogs due to illness, family problems and other valid reasons...

I am sorry but you cant. if you get any college by hook or crook then in the last it will create problem in Visa because u have completed your bachelors so must have 6.5 overall band no less than 6 in each module
