I think CIC prefers FBI clearance versus state clearance. Only in cases where fingerprints were rejected multiple times and through explanation and state clearances were accepted by CIC. No harm getting the state clearance as a backup to FBI clearance if you are traveling to NYC. Good luck!

I have included all trips although I have lived in the US for 12.5 years. The only trips I had excluded were the trips taken after submitting my application. Maybe you can raise a CSE with explanation on why you exclude the trips from origin to residence and resubmit with all travel trips.

Reena, it's best that you call FBI. The last few times when I e-mailed regarding PCC, I received generic replies that it was accepted and the processing time took 12 - 14 weeks.
