It all depends on the university you want to attend. Check them up online and then check their requirements for the specific program you are interested in. It's better to do the Masters. In any case you have to be accepted by the university first before you start the visa application.

What do want the visa for? If study, you have to check the requirements of the university which may vary from province to province.
