I had received email on November 2 that my application has been forwarded to New Delhi VO for further processing. I am not able to check ECAS status, it do not find my application.

Try calling CIC, They should be able to a tleast tell you if application is withdrawn already or CSE has been received.

You do not need ECA, and My friend under CEC had got PPR who hold Masters from Canada and Under Grad from India.

Yes and when you get your passport back, send email to CPC Ottawa. They will update information and send you update acknowledgment email in a day or two way faster than CSE. I got my acknowledgement email 2nd day (today).

Personal experience, I had 449 since January 2015 and waited all year long though I applied for NBPNP in around Sept 2015 and had to accept NBPNP invitation to bump up my points in November otherwise as until now I would not have gotten ITA with 449 as score never dropped below 450, same trend...
