    Yup. It absolutely is. No wonder you see NOC B codes includes a lot of fluff. Combine this with absymal Human Factors score in EE draws. EE will act as a backdoor entry for TFWs.

    Can be a bit hard mate. Lots of people will have >350. But keep your hopes up, observe the draw scores closely. Try to up your score, by plugging weaknesses.

    The date you completed requirements to receive the degree according to the college. Degree certificate is a mere formality. It will be March 2002. September 2002 was the graduation ceremony. After you complete your studies, you are eligible for jobs, so March 2002.

    You can create a profile, but you won't be issued ITA. To get ITA, you have to satisfy either of FSWP or CEC's program requirements. ECA is not mandatory for CEC stream, or if you have a degree from Canada.

    Ministerial instructions can change, as it is at the discretion of Immigration minister. And the guidelines are being given by CIC. This is why there is debate between lawyers about these ministerial instructions as these do not have to pass through parliament. So don't worry, these instructions...

    Lowest possible score for LMIA-holders is just 624

    Just being in a certain age bracket also gives them points. So minimum is >624. Assuming age >17 <40. No education. Minimum comes out to be 686. Because people will have to have experience to qualify for EE; so I assumed one year Canadian experience.
