Keep in mind it was the holiday season and there is general delay during this time, due to staff being off and vacation and such! Your file is there, they just haven't gotten around to processing it as of yet. But it is most likely there, sitting on a vo's desk.

Once you receive SA, your file will be sent off to Mexico! (which in your case, I'm assuming it has been) It usually takes about 1 to two weeks to receive AOR2 (AOR2 = Visa Office (Mexico) notifying you they have received your file)! But some visa offices don't send out AOR2! So rest assured...
