CoPR is sent via Xpresspost which is trackable and has a certain time limit. PR card is sent via general post which is not trackable and doesn't have any time limit.

No, this is incorrect. CIC will hold all the documents (including PR cards) until the canada post strike/lockout is over. No any switching to other courier will take place. http://www.cic.gc.ca/english/department/media/notices/2016-07-06.asp
