I have heard that they enchase DD or charge CC only when they are ready to issue PER and through with all calculation of points and checking of docs. IS IT TRUE?

My file was recieved on 09 OCT and Demand draft enchased on 8 Jan Does it mean that surely I will get PER or File number or still there are chances for rejection
