Apply for police clearance from all countries. Attach the proof of application to your PR application.. and Write a covering letter saying it will take x amount of time and attach it to the application.... that could possibly give you some leeway.... and upload PCCs as and when you get them..

CIC can do draws for specific streams/programs like the CEC (Canadian Experience Class), FST(Federal Skilled Trades), FSW (Federal Skilled Worker), etc.... In such a case candidates that meet the criteria for that particular stream are selected in the draw.. If it is not a stream specific draw...

It also depends on the university/college the degree is from... So WES website is the correct place for the right information.. They have information based on which university's degree is being assessed.. So please check that as well

They have clearly mentioned attested and sealed photocopies of marksheets..... I am not sure just the sealed transcripts will work

I did this in September last year. College marksheets are to be attested by college registrar .. University will not do it.. University Marksheets are attested by university... Transcripts are issued by the college... I don't have the contact number handy ... Let me dig out... But you can go...

Its difficult to target points with the month the draw will happen. Not to be pessimistic but 380 is a score where you need to be prepared for any eventuality. I would suggest book a date and give IELTS. Try to study more that might also improve your score. Book now as IELTS dates are not...

No you can't. Those applications will be returned to you by postal mail. For Express Entry everything is electronic. So you don't send/submit the documents per se. You only upload their copies after scanning. Hope you have scanned all the documents that you sent in FSW 14

No absolutely NOT!!! very weird that you heard something like this. Province only matters if you have a provincial nomination otherwise it will never affect your ITA.
