I can think of one posibility is the region from the applications recieved. Their could be some Sub-Quota not communicated that CIC might be practising. Just for debate ;D A public service has process and ETA's. They follow the process as stated by Ministry. So the step - 1: Encash application after first review; Step-2: AOR issued; Step-3: Medical Recieved et. So when the applications come they are divided into groups. Hence this confusion...

Just to ensure some confidence, September - 15 applicants are now recieving AOR. CC/DD for October applicants was till Oct - 22. If we wait by Feb-02 we would have October applicants 23rd to 26th CC/DD charged.
