apply for closed w.p before expiry of ur wp with job letter just to avoid restoration and withdraw this one. Good luck

I came across many posts stating same issue. Cic is refusing owp app for employer driven stream cuz it is bonded with employer so better to apply a closed wp .doesn't harm if cic can upload this info on the website. Best of luck with rest of ur application.

For close work permit do u need Lmia or nomination is enough?

Could u explain a little bit more like which province nominated u and under which pnp stream did u apply and what reason for refusal was given?
