I think you should contact your bank at first to know the reason why CC blocked. If CIC had any concern about your non-original IELTS report, they wouldn't make any charge. If they did, then your IELTS copy is not an issue.

You use CC or DD for the payment? If CC, then you should check what happened, as NOC 2172 already charged till 11/26 applicants. Simply answer your question, yes, your application falls in FSW 2014/5/1 category, not EE.
