I applied for 2173 on 16th of Oct and since now it is very clear that Oct applicants have not made it to the 2173 cap, I want to apply for another NOC. But problem is I do not have original IELTS score card or any rejection mail from CIC. So, can I apply with photo copy of IELTS score card now...
