If that helps, they changed my status to decision made only after 4 months I landed. I already had my PR card, health card, sin number in hands and I was still in process in ECAS. It is not most reliable tool.

Did he met PR renewal requirements? If not, there is a big chance it will go into the secondary review and it might take a long time. Your question would be more suited to Permanent Residency Obligations forum.

Until you actually receive something noone can tell :) I would assume if there was no interview, the outcome is probably good :) But at this point all you can is wait and see what is the decision :)

Yea, get private insurance for 3 months. It is not that expensive compared how much we paid for PR :D and totally worth it :)
