I called their customer service number from their website the 1-800 one. Then you press 1-1-6-3 to speak to an agent. No waiting in line, the agent answered right away. They asked the date and address the mail is sent, my mailing address and the CIC Sydney address.

Called Canada Post Customer Service to report my missing PR card mail. They gave me a reference number and said I will get a call back from their investigation team in 5 business days; if not, call customer service again. That is it! No one knows where the damn card is right now since it is out...

I landed on Apr 21st in Calgary office, but still waiting for the card. Called CIC just now, being told the card is sent on Jun 17th but can take up to 4 weeks to receive. Call them again if still no card passed the 4 weeks. Is is normal that western residents have such a long mailing period...

Sent out same day as I receive the ppr on March 24, delivered on March 29 because of the Easter holiday. Tracker activated on April 5 late afternoon and received them back in April 6 morning in Calgary! Chances are you can expect yours a week after!
