The letter was from The embassy saying his visa is approved but there is no visa in the passport. I was reading if he is from a visa exempt Country there would only be the letter and he would get the visa issued upon arrival but he is from Cairo.

Have you tried with different numbers? Our would only work with the id and not the receipt number for example.

I'm not 100% sure but I don't think secondary review is an actual term used by them . I think they just say delay and more time needed. There is a huge discussion called secondary review, maybe try reading the posts there they should have a lot more info.

The letter you got saying it may take more time means it's gone Into secondary review. Some people on the forum have waited even a year after getting this letter .

I was approved feb 19 and received feb 27th

Very normal. You won't see anything online until they start processing. I sent my application in at the end of September and the only updated it online a couple weeks ago.

We sent in the application late September and did not receive an acknowledgment of recipey until just a week ago when they stared processing the application

You do not need a PR card to leave Canada. Since you only have a ticket to leave Canada why would they rush it? You have to show them you plan to re enter Canada at some point for them to see it as urgent

He definitely meets the RO, scary to think this would cause him to be deported if they deny it. Thank you for the advise. Is there a possibility they will deny it before seeing the corrected mistake?

Thank you for the reply, do you think withdrawing the application is necessary? We sent in the application early October how would we send additional documents with enough tome for them to receive before they open the application?
