This is very strange for me, that they say that the file is finalized and we are ready to issue a visa and then another office send an email out of the blue that we require the X-ray. For me the file can only be finalized when everything is done

If the X-ray was not clear then I would not have gotten the study permit to come to Canada in the first place. they should have asked for it then.

Something strange is happening at CIC. I got the email that I need to send my passport for resident visa issuance. After I sent the passport I got the email from new delhi after a week that I need to re-do the chest X-ray. Did this happen to anyone else?

Yes you can definitely apply for study permit. Both applications are separate and there is no conflict between them. Also in case of rejection of study permit, it will not effect your PR application.

In my opinion you should not travel one month before the start of the classes otherwise you risk getting a refusal of study permit at the entry in Canada

Please keep us updated, that is how much time it takes you get the passport back after the medical.
