I really hope this is true that the cap has not reached. I am a NOV 21 applicator. However, since if the cap has reached recently, the package will be returned later.....I met the similiar problem for NOC2173 in August and I received my package two weeks later after they sent it.

Since it has been almost one week without any charge news for 2133....does it mean the cap reached?? I am really feeling nervous since my application was received on 21th Nov.... Btw, there is no news from Chinese forum as well...I will keep tracking the news and may share here later if I have...
