@EmmEmm Any suggestion where to take my car for modifications (and inspections) near Vancouver/Richmond/Surrey? I called a local Canadian Tire and they told me that they will do two inspections: one out of province ($147) and one federal ($5/tire). Does that seems correct?

This worked pretty well. I showed the email reply from CBSA to the border agent and they did consider me a "Settler". I was able to import my car duty free, and submit a goods to follow list as well (even though I did not submitted goods to follow list at the time of landing in 2015).

Do we need to make any other changes apart from Daylight Running Lamps (DRL)? Like "Metric speedometer", "Odometer labels" etc. How much was the total cost to make all the changes? was it CAD240 or more?
