Same happened in my brother's case. I think it's because of CIC online portal maintenance. Now it shows We don't need additional documents. Also the message on main screen with Action required has been rectified not application status is submitted. He is Oct 20 applicant. Hope MR is on the way

Yes they will accept the lease agreements. "Lease agreements and/or letters from family members not acceptable." it means you can't sign the lease or letter with your relatives in Canada.

I also received the same letter from CRA, but I am living in Canada with my kids. I am gathering all the required documents from School and my doctor and hopefully will submit them in next week. I don't think so there will be any issue but let's see.
