Yes.. so only option is get another year of study... I know we only get PGWP once, but atleast you will get the points .. so even if you go back home it will not be a long while when you receive an invitation because your score will jump above 450.. ( We are assuming that the cut off scores do...

Your best chances are to increase your score by retaking IELTS, getting a LMIA or pick up at least another year of study A bachelors is required to get Ontario Nomination...

You will not get OINP unless you have a Canadian equivalent of bachelor's degree....
