You can inform them about any change of address and they would allow you to submit your passport in in India.You would find this information in the PPR mail from VO.

hi, you can notify New Delhi VO about this and they may allow you to submit your passport in U.S. but be aware that once submitted you will get your passport back only after 4-6 weeks.If you remain in US for this period then it would be ok otherwise you may not be able to return to India...
