My son was born in the US to Canadian parent(s) and before we got his Canadian citizenship certificate, we just entered Canada with his US passport and the CBP officer didn't even ask about his Citizenship. I assume they must have seen a lot similar cases

US is a special case. Canadian consular in US no longer deal with Citizenship Canada post does have a reputation as Canada lost here :)

Right now it says complete but when I checked the account last week, even after it shows " the certificate has been sent out", the status was still showing "in process"
