    Called cic and they said sydney and local office both cuncurrently do the bg checks. So transferring of file to local office is not a big deal and does hardly mean anything. I wish we could somehow track the actual process

    i think you r right. Sydney does most of processing. Same thing told by cic rep today. I apologize for earlier posts bcoz i thought sydney just creates file however that is not the case.

    so what you are saying is that is not significant bcoz there ade applicants who had even passed the tests but line still existed. Hmm. Lets see
