I have been in Canada since 2007 and will be eligible for citizenship in October as per the 3/5 rule. I'll have 2 years after PR and the remaining 1 year pre-PR. Does the pre-PR time has to be in the last 5 years from the date of appplication? Or just the 2 years after the PR?

called CIC today and they are re-sending the letter. The agent said that my file has been approved though. just a waiting game now.

I get it that I would need to send in the passport but at this point I'm not even sure what the letter is all about. I'm an inland applicant and in Canada since 2007

I am from India so I would need to send in the passport. What I find surprising is when all the communications are done thru email, why are they sending this via mail.

I called CIC and they said it can take up to 30 days for the letter to deliver. If you don't get the letter, give us a call and we'll re-send it. But only after 30 days has passed.

I've had "Decision Made" on ecas since Friday, May 15. No PPR, no refusal, nothing. I'm getting stressed. It didn't even go "In Process". It went from application received to decision made .

You are right. I had my medicals done before ITA and I have my medicals to Passed now.
