I did! It was super easy to obtain. I just visited the Turkish Consulate and they issued me the certificate on the spot. The entire process took about a half hour. I didn't need to make an appointment at my consulate (in Toronto). And the certificate was free -- crazy, eh?!

I want to travel back to my home country (Australia), and it's likely that my BOWP will arrive while I'm in Australia. Will this cause problems when I re-enter Canada? Could I face some difficulties at the border? Thanks! Pete.

I have a question for those who applied for BWOP before receiving an AOR: once you did receive your AOR, did you send a copy of this to CIC? I applied for BWOP last Friday, and I received my AOR today.
