This is very strange, have you called IRCC. Our case is similar to yours, only difference is that your case is with New Delhi and ours is with London VO. we have called IRCC and they told us that the case is still with LVO and they need to send it to local office, so we sent a webform to London...

For me as well, the Eligibility changed from in progress to Completed and then the same day it changed back to in progress. :-( but soon after that they sent us pre-arrival letter as well. (it happened mid May)
