I have got 2 refusals from Canada can I apply 3 rd time and they asked me y I want to.study in Canada only in 2 nd refusal and I will not come back to India

got to know that I did a one yr diploma in mech. engineering technology in design and going for same course but 3 yr advance diploma v.officer wants to know y I am going for same course from Canada . but this course is 3 yrs advance diploma and I have done 1 yr foundation diploma from India
