Thanks, I have the same question :) I do not think you can use citizenship certificate, but pay additional fee and go for urgent process which takes 2days and some times you can pick same day evening. You can see on passportcanada.gc.ca

My Local office is Ottawa. I call CIC every 3rd week and answer is please wait and your file still in process. If it is in still process then "what is the meaning of DM" 8)

I am also in same boat. My DM updated on 8July and until now nothing, CIC agents says wait for oath or your application still in process. i really do not know what is going on with CIC.
