    I have received a permanent offer while on BOWP. Of course they had all my immigration information and knew that I had applied for PR and at the time I had already passed the medical test, so it was likely my PR would go through. So yes, it is possible I guess.

    You can definitely apply for the BOWP online. What they probably meant was that when you get the approved work permit, they can only send the work permit by mail, not email.

    You should choose: An initial work permit or a work permit with a new employer. Do not fill your current employer information into that field. The BOWP is a new kind of permit that you are applying for, as you are switching from a closed one to a BOWP.

    Why would you want to switch to a closed work permit? What if your employer terminates you, then you are screwed! Just apply for a second BOWP and do it in time. If you apply in Fanuary or February 2016 so you should get approval in time.
