Doesn't hurt to apply, maximum it's 185 CAD but you would have peace of mind that you did ! You never know it might just work out since you know the worst case anyways is a refused visit visa which is not a big deal.

exactly same situation, applied oct 2021, Visa offfice Vancouver but received email from montreal for Portal Access and replied to them that parents are outside canada not inland

I applied for TRV the next day after the announcement May 28th, but i had an issue where biometric did not update for 3 months.. finally after couple webforms it got updated in August and two days later got PPR

Applied Dec 7th Got PPR for TRV on August 30th and Sep 1 it shows Final Decision made in GC Key for PR application but havent received PPR for the PR application yet. Havent submitted passport for TRV, hoping to get the letter this week

thanks for your reply. did they send you a new biometrics letter ? sorry for asking questions but i want to get it done again as well since it is not showing up on the portal and gc key since february, and i believe that is what holding back my application.
