I submitted my application at a local ServiceCanada office. They forwarded the application to Passports Canada in Whitby.

Yes. It’s confirmed. I did it myself in person and while booking the appointment (you cannot walk in anymore) they asked me if I have an evidence that I’m traveling within 25 business days, only then they booked me an appointment. And they took a copy of the ticket with the application as well.

Certificates are printed in Ottawa only for the files handled by Ottawa office. Every office print and mail their certificates independently.
