If you have DM in ECAS then its likely just due to scheduling and availability. If you do not have DM in ECAS then its likely background/security. Just going to the interview and test alone does not mean a decision has been made, you need to wait for that decision in ECAS followed by an oath...

This is not correct. You be confusing ei with welfare. You don not need to PROVE that you are actively looking for a job. You just need to be physically present, ready, willing and capable of working during your ei reporting period.
