I dont think you have to come back to Nigeria to get PCC, you can ask a friend to pick up the blank form from alagbon then send it to you for finger prints once it is done, you send it back with all the relevant info, the friend takes it to alagbon then they will arrange the PCC. I did that...

you can just go to BC in port harcourt and pay 1k for them to courier it, then you can pick it up in PH in a couple of days that will save you the trip to lagos.
