Meaning, if I apply outbound do I have to spend the whole time outside of Canada? Or if I apply inbound, must I spend all my time inside? I hope this is not the case as I only lives 3 hours away from my spouse.

Thanks for the answer! That's what I thought, but the general application form makes you believe its required by all. "Have you received CSQ?" "If yes, please indicate number" "If no, when did you apply for it?" Guess just write "N/A" on it.
