Avoid farleigh dickinson univ. It's a US affiliated univ with a campus in Canada. Chances of getting into Royal Roads Univ is possible. Go for the Master of Global Management there. Univ of Vcitoria chances are low. But still you can consult them.

I dont know about issuing transit visa from airport. But I do know people issued transit visa from US embassy in their respective countries. So I recommend you check whether you can apply on arrival or you need to get it from the embassy prior to your travel

To transit over usa you will need to obtain a transit visa. Other than this you will be questioned at the US immigration about your purpose of transit. That's all. If you are prepared for these 2 stuffs, you are good to take layover in US.
