No buddy, unfortunately no. I also had the same situation but luckily I had a Canadian Credit Card. If you have any friends in Canada, may be you can use their card ?

I would say send them an email ( CPC-CTD-Ottawa@cic.gc.ca ) with your new mailing address in US, and then send your passports with the US return mail address. Don't wait for CIC to acknowledge the change of address as you do not have much time on your hand. But keep checking ECAS as my address...

Please send it to CPCO-Cost-Recovery@cic.gc.ca as it says in the email, you should be good. That's where I had sent mine. You would receive an auto acknowledgement, but don't expect CIC to inform you when they have updated it in the system. :P

Yes I really hope the return passport is quick. I am planning to land before November end if all goes well.
