Dont worry it will not affect your permanent residency application.. as its just a ticket but be cautious because if you are in a accident on learners license then you can be charged under Criminal charges ( in most provinces).

Yes you can but you need to update your new job with SINP first and then get apply for the closed work permit. Because of my familiarity of SINP they may do the employer verification letter process again with the new employer

Yes you can apply for both the programs at the same time... CEC is at federal level and PNP is at provincial level. I would recommend to go with CEC because the it is Federal directly and also you do not have any moral obligations to stay in the province of your nomination.
