3 months is the grace period when you can use Indian passport to travel without penalty. 3 years is the time you have to surrender. If you surrender (even without use) after 3 years, there is penalty. If you use after 3 months, there is penalty per use. Its $300+ per use.

If you post your travel plan and restrictions, someone might be able to suggest a better plan. Even though the website says no issues for 3 months, I have been skeptical as it gives too many headaches. You never know with Indian embassy, they can raise concern with anything.

Do you mean go to "Canada" and re-enter India? I dont think so thats required. As long as she has valid paperwork for that day, she can continue to stay in India as long as she wants. Even if her status expires, there are ways to report and make amends. But lets not get into that for now.
