yeah, it is fine if you can get it locally. Either ur spouse can do affidavit for her or her parent can do affidavit for her. Either ways is ok. About certificate from councelate, its been bring up in this forum lot of times that CIC don't accept that certificate. I'm not sure about ur timeline...
