Can I submit new application as I have already applied to withdraw the previous one 49 days ago, but I haven't received any confirmation of withdrawn from them?

In my case, they received my application on Nov 14 and charged my cc on Dec 16 , still I haven't received AOR . :'(

I called CIC and one of their representative told me to write an email with your client id and application request but I haven't received any response yet. I don't know this will work or not :'(

They deducted the fees from my credit card on Dec 13 and I haven't gotten any AOR or file # till today. I am wondering what can I do instead of waiting ? should I contact them regarding this ?
